Today, it is a legal obligation with concrete consequences\u2014ranging all the way to denial of the defense and revocation of the academic degree.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">It took effect on February 1, 2026 <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/4742-20#Text\" target=\"_blank\" rel=\"noopener\" data-wplink-edit=\"true\">Law No. 4742-IX<\/a> on academic integrity, and <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/928-2025-%D0%BF#Text\" target=\"_blank\" rel=\"noopener\">Cabinet of Ministers of Ukraine Resolution No. 928<\/a> As of July 30, 2025, every candidate for a Doctor of Science degree is required to personally sign the declaration on the title page. Without this signature, the committee has grounds to deny the candidate permission to defend their dissertation.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">In this article, we'll take a closer look at exactly what to write, where to post it, how the commission reviews it, and what mistakes to avoid.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-5ef0d41 e-flex e-con-boxed e-con e-parent\" data-id=\"5ef0d41\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-ef1deb0 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"ef1deb0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-98121e0 elementor-widget elementor-widget-heading\" data-id=\"98121e0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What Is CMU Resolution No. 928 and What Changes Did It Bring About?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-743eec9 e-flex e-con-boxed e-con e-parent\" data-id=\"743eec9\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-00a246d elementor-widget elementor-widget-text-editor\" data-id=\"00a246d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\"><a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/928-2025-%D0%BF#Text\" target=\"_blank\" rel=\"noopener\">Cabinet of Ministers of Ukraine Resolution No. 928<\/a> \u2014 This is not a separate law, but rather specific amendments to the basic Procedure for Awarding the Degree of Doctor of Science (<a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/1197-2021-%D0%BF#Text\" target=\"_blank\" rel=\"noopener\">CMU No. 1197<\/a> (effective as of 2021). It took effect immediately upon publication\u2014on July 30, 2025\u2014and, as of June 2026, remains in effect without any changes.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The key provision is contained in the amended paragraph 9 of the Procedure: the applicant <strong>with their own signature on the title page<\/strong> certifies that all parts of the text written with the use of AI have been reviewed and edited by him personally.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">In addition, the resolution:<\/p><ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\"><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">introduced a provision allowing for the revocation of an academic degree upon the discovery of undeclared AI content;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">prohibited the appointment of individuals who have an employment relationship with the same institution as opponents;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">granted the Ministry of Education and Science the right to request additional materials from the chair of the doctoral council.<\/li><\/ul><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">This resolution is in force in conjunction with <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/4742-20#Text\" target=\"_blank\" rel=\"noopener\" data-wplink-edit=\"true\">By Law No. 4742-IX,<\/a> which, effective February 1, 2026, made the declaration of AI a legal requirement for all degree candidates\u2014not just those pursuing a Ph.D.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">For more details on what is generally permitted and how the use of AI is regulated in Ukraine in 2026, read the article <a class=\"underline underline underline-offset-2 decoration-1 decoration-current\/40 hover:decoration-current focus:decoration-current\" href=\"https:\/\/a-articles.com\/en\/ai-dissertation-what-is-allowed-2026\/\" target=\"_blank\" rel=\"noopener\">AI in Theses: What Is Permitted and How It Will Be Reviewed in Ukraine in 2026<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-77ee9cc e-flex e-con-boxed e-con e-parent\" data-id=\"77ee9cc\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-6a2aa66 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"6a2aa66\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-eefedde e-flex e-con-boxed e-con e-parent\" data-id=\"eefedde\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-e2221fe elementor-widget elementor-widget-heading\" data-id=\"e2221fe\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Where should the AI declaration be placed in a dissertation: on the title page, in the introduction, or in a separate chapter?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-955c6ea e-flex e-con-boxed e-con e-parent\" data-id=\"955c6ea\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-e564bfb elementor-widget elementor-widget-text-editor\" data-id=\"e564bfb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">The answer depends on what degree you are pursuing.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\"><strong>Doctor of Science<\/strong> \u2014 The requirement is clear and prescriptive: the declaration must be posted <strong>on the title page<\/strong> with the applicant's handwritten signature. There are no alternatives.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\"><strong>Doctor of Philosophy (PhD)<\/strong> \u2014 Resolution No. 928 formally regulates only the procedure for awarding the degree of Doctor of Science. In <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/44-2022-%D0%BF#Text\" target=\"_blank\" rel=\"noopener\">Cabinet of Ministers of Ukraine Order No. 44<\/a> A separate section for the PhD declaration has not yet been specified. However, <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/4742-20#Text\" target=\"_blank\" rel=\"noopener\">Law No. 4742-IX<\/a> extends the transparency requirement to everyone\u2014regardless of rank.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">By July 31, 2026, every university is required to adopt an internal policy on AI. Therefore, the first thing a PhD candidate should do is contact the graduate studies office to find out the format and submission location for the declaration at your institution.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\">Until then, the practice at leading universities has been as follows:<\/p><ul class=\"[li_&amp;]:mb-0 [li_&amp;]:mt-1 [li_&amp;]:gap-1 [&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc flex flex-col gap-1 pl-8 mb-3\"><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">on the title page (following the same guidelines as for doctoral theses);<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">in the introduction, in the section on methodology;<\/li><li class=\"font-claude-response-body whitespace-normal break-words pl-2\">at the end of the introductory chapter, after the list of field trials.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-818a14f e-flex e-con-boxed e-con e-parent\" data-id=\"818a14f\" In practice, the declaration consists of 3\u20136 sentences. Starting in December 2025, the platform will feature a full-fledged AI content detection module: it generates an official PDF report with two metrics\u2014the percentage of text plagiarism and the percentage of text likely generated by a machine.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\"><strong>Technical review of documents.<\/strong> The council secretary verifies that the declaration appears on the title page and that the applicant has signed it. If there is no signature, the requirement has not been formally met, even if the declaration is included in the text.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\"><strong>During the defense.<\/strong> Committee members and official reviewers may ask clarifying questions: what tool was used, for what specific tasks, how was the research conducted, and where did the data come from. This is a key mechanism for identifying excessive use of AI: if the applicant cannot explain the methodology, the text is automatically called into question.<\/p><p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\"><strong>Important:<\/strong> No AI detector is 100 percent reliable. Manufacturers <a href=\"https:\/\/strikeplagiarism.com\/en\/\" target=\"_blank\" rel=\"noopener\">StrikePlagiarism<\/a> They officially acknowledge that the report provides a \u201cprobability ratio\u201d rather than a verdict.
