Since the spring of 2025, the Ukrainian scientific community had been awaiting an update to the requirements for scholarly publications. The document was repeatedly postponed, revised, and discussed at various levels. And on January 30, 2026, the wait finally came to an end\u2014on January 19, 2026, the Ministry of Education and Science of Ukraine, by Order No. 56, the Ministry of Education and Science of Ukraine approved a new version of the Procedure for Compiling the List of Ukrainian Scientific and Professional Publications, which was registered with the Ministry of Justice on January 28, 2026, under No. 129\/45523<\/a>.<\/span>\u00a0<\/span><\/p>

These changes will have\u00a0<\/span>significant impact<\/span><\/b>\u00a0both for professional journals in Ukraine and for researchers\u2019 publication opportunities. The new regulations raise the bar for quality, strengthen requirements for international integration and academic integrity, and establish clearer criteria for evaluating \u201cCategory B\u201d journals.<\/span>\u00a0<\/span><\/p>

What's particularly important:<\/span><\/b>\u00a0Category \"B\" publications that are included in the List as of the effective date of the order have received\u00a0<\/span>transition period until June 1, 2026<\/span><\/b>. This means that magazine editors have less than five months to prepare for the new reality.<\/span>\u00a0<\/span><\/p>

1. Basic Requirements<\/span><\/b><\/p>

\u2013 Issued for a minimum of 2 years;<\/span><\/p>

\u2013 A DOI for each article<\/span>;<\/span><\/p>

\u2013 At least 9 scholars on the editorial board (no more than half of whom may be from the founding institution);<\/span><\/p>

\u2013 At least two foreigners on the editorial board;<\/span><\/p>

– Restrictions:<\/strong> A researcher may serve on a maximum of three editorial boards in Category \"B.\"<\/span><\/p>

2. New Requirements for Editorial Board Members<\/span><\/b><\/p>

Each member of the editorial board must have\u00a0<\/span>At least 3 publications<\/span><\/b>\u00a0in the last 5 years in Web of Science\/Scopus, or their equivalents:<\/span>\u00a0<\/span><\/p>

\u2013 Management of international projects (Horizon, NATO, etc.);<\/span>\u00a0<\/span><\/p>

\u2013 Monograph (for specific clusters);<\/span>\u00a0<\/span><\/p>

– Bonus:<\/span><\/b> Publications in Q1 = 2 publications.<\/span><\/p>

3. Website Requirements<\/span><\/b><\/p>

Be sure to\u00a0<\/span>in Ukrainian and English<\/span><\/b>:<\/span>\u00a0<\/span><\/p>

\u2013 Usage Policy <\/span>artificial intelligence<\/span><\/b> (new requirement!);<\/span><\/p>

\u2013 APC (Article Processing Charge) Policy;<\/span><\/p>

\u2013 Peer review process in accordance with COPE standards;<\/span><\/p>

\u2013 Dates: receipt, acceptance, publication;<\/span><\/p>

\u2013 HTTPS protocol (SSL\/TLS certificate).<\/span><\/p>

4. Grading System<\/span><\/b><\/p>

– A maximum of 30 points;<\/span><\/b><\/p>

\u2013 Minimum threshold: <\/span>at least 30% from the high<\/span><\/b> (that is, 9 points);<\/span>\u00a0<\/span><\/p>

\u2013 A ranking list is compiled separately for each cluster.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t
